Description of problem:
force-reload htcacheclean finish with failure. Test shows as regression compare to rhel-8.5 (httpd-2.4.37-43.module+el8.5.0+13064+c4b14997)

How reproducible:
always, by running /CoreOS/httpd/Sanity/bz805810-init-script-for-htcacheclean-is-missing

1. run /CoreOS/httpd/Sanity/bz805810-init-script-for-htcacheclean-is-missing

Actual results:
