Description of problem:
SDL2 upstream has made the change to prefer Wayland by default for the upcoming 2.0.22 release. Unfortunately, that release will be too late for RHEL 9 GA, so we should backport the change and the related fixes from upstream so that we have that behavior by default for SDL2 applications for RHEL 9 GA.

Upgrading to 2.0.22 is tracked separately in bug 2051959.
