B2Gsync New Policy set wizard will be implemented in 2.5 by story https://github.com/stolostron/backlog/issues/17843

As a workaround, you can still access the 2.4 version of the GRC UI at /multicloud/policies to create policies

Note, installed 2.5.0-DOWNSTREAM-2022-02-21-19-58-55, the "Create Policy" buttons on Overview and Clusters empty pages also does not work.
