Needed for grpc in EPEL9. There is a circular dependency that must be broken with the bootstrap build conditional.

A bootstrap build would work today, but I’m inclined to wait until the other dependencies for grpc are ready—unless somebody speaks up and says they have a need for this package without grpc.
