I am building the KDE Plasma desktop in EPEL9.  A package requires python3-cairo-devel to build.

The package affected by this is breeze-gtk.
breeze-gtk is a runtime dependency of breeze-gtk and kde-gtk-config.
These packages help the KDE and GNOME/gtk programs play nicely. Without
gtk2-engines, the gnome and gtk packages will look bad in a KDE environment.

Please add python3-cairo-devel to RHEL9 CRB as soon as possible.
