There are no hub recovery labels available on mirrorpeers which is required for ACM backup and restore.

Steps to Reproduce:
1. Create a DR setup
2. Create mirrorpeer 
3. Check its labels


Actual results:
No `cluster.open-cluster-management.io/backup` label found.

Expected results:
`cluster.open-cluster-management.io/backup` label should be found.

The labels are added in mirrorpeer
$ oc get mirrorpeer -n openshift-dr-system --show-labels
NAME                AGE    LABELS
mirrorpeer-sample   6d1h   cluster.open-cluster-management.io/backup=resource,control-plane=odfmo-controller-manager

Hence moving it to verified
