Description of problem:
this issue is with 4.8 and above versions
login console, the default page is
https://{console-route}/dashboards

4.8 click "Monitoring -> Alerting", 4.9 and above click "Observe -> Alerting", go to Alerts page
click "Create silence" from the kebab menu, then click Cancel, the page would navigate to the previous page, https://{console-route}/dashboards
see from the recording, if we navigate to other page before cancelling "Create silence" from the kebab menu, the URl also navigate to the previous page

I think this is sufficiently low priority that it doesn't need backporting to previous versions, but let's try to fix this for 4.11.

tested with https://github.com/openshift/console/pull/11107, cancel the silence creation would back to the "Observe -> Alerting" page
