Description of problem:
- After upgrading OCP cluster from 4.8.27 to 4.8.28, All ClusterOperators are healthy and updated to 4.8.28 But Web console/GUI still showing some nodes need to be upgraded.

Version-Release number of selected component (if applicable):
- 4.8.28

How reproducible:
- On multiple clusters

Steps to Reproduce:
1) Upgraded OCP cluster from 4.8.27 to 4.8.28.

Actual results:
- Discrepancy in Web GUI and CLI.

Expected results:
- Status should be same for CLI and Web GUI both.
