Description of problem:
Below User roles are missing in satellite 6.10 . They were present till 6.9

- Access Insights Admin 
- Access Insights Viewer

this happens with FRESH 6.10.2 installs.

If it's an upgraded satellite, the Insights roles are still there.

How reproducible:
Always


Steps to Reproduce:
1.Install a fresh satellite 6.10


Actual results:
Below user roles are absent
- Access Insights Admin 
- Access Insights Viewer

Expected results:
Above mentioned user Roles should be present.

Is this a regression in behavior?

Isn't this caused by the old rh access plugin going away in 6.19? And therefore there's no reason for the roles to be present and this is in fact not a bug?

This is a bug. You cannot control who can see the Insights Recommendation data coming into Satellite.

There should be a role for who can see this data.

Of course I meant 6.10 here

This might be correct, but ultimately (if I'm reading the code right) not related to Access Insights * roles in any way

That sounds right, however Access Insights * roles are not it.

Able work with Shimon Shtein to find equivalent permissions in Satellite to resolve issue.

To simulate what was there we will make custom roles with the following permissions:

Custom Insights Admin
  generate_foreman_rh_cloud
  view_foreman_rh_cloud
  view_insights_hits

Custom Insights Viewer
   view_foreman_rh_cloud
   view_insights_hits

We have a solution that works. But not intuitive for a user to figure out currently.
