* This release contains a known issue with Jenkins. The `xmlstarlet` command line toolkit, which is required to validate or query XML files, is missing from this RHEL-based image. There is no workaround at this time. (link:https://bugzilla.redhat.com/show_bug.cgi?id=2055653[BZ#2055653])

This bug was initially created as a copy of Bug #2055650 I am copying this bug because: xmlstarlet is missing in rhel based image.

Akram - should this block the GA of OpenShift 4.10? If yes, then we need staff engineer approval. If not, then I recommend downgrading the severity of this issue and releasing this in an early z-stream.

Per discussion in scrum, this is not a release blocker. The JENKINS_PASSWORD path is not the default way we deploy Jenkins - default is using the oauth plugin.
