Description of problem:
NM_reboot_openvswitch_vlan_configuration test fixed in 
https://bugzilla.redhat.com/show_bug.cgi?id=2022275

seems to be crippled again, NM says everything is up, but obviously, it's not. Downgrade to NetworkManager-1.36.0-0.2.el9.x86_64 helped, not sure how others behave.

1. git clone https://gitlab.freedesktop.org/NetworkManager/NetworkManager-ci
2. cd  NEtworkManager-ci; sh run/runtest.sh NM_reboot_openvswitch_vlan_configuration

Actual results:
fail

Expected results:
no fail

Additional info:
there was a may_fail tag set by accident so we haven't recognized
