Description of problem:
[RFE] Promote button should be displayed in the Content view version

Version-Release number of selected component (if applicable):
Satellite 7.0

How reproducible:

Steps to Reproduce:
1. Login to Satellite Web UI -> Content -> Content View 
2. Select any CV -> Go to "Version" tab

Actual results:
"Promote" option is displayed in vertical dots(hidden)

Expected results:
"Promote" option should be displayed on the Version tab UI

Additional info:
"Promote" version is frequently used & must be visible on the UI

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/34520 has been resolved.

Verified in 6.11 snap 18.5 on RHEL 7

Promote button appears on Version detail page under Content View Versions.

Steps to Reproduce:
1. Create a CV
2. Publish the CV
3. Go to your new CV > Versions > Select Version 1.0

Expected Results:
Promote has its own button on the right next to the vertical dots.

Actual Results:
Promote has its own button on the right next to the vertical dots.
