Actual results:OCS Provider API server (with ocs-provider-server sa) fails to list `rook-ceph-mgr` pod with cluster scope.


Expected results:OCS Provider API server (with ocs-provider-server sa) should list the mgr pod within the openshift-storage namespace.

This was fixed along with https://bugzilla.redhat.com/show_bug.cgi?id=2056651
