This bug was initially created as a copy of Bug #2049787

I am copying this bug because: 



Due to https://bugzilla.redhat.com/show_bug.cgi?id=1995326, OVN-kubernetes in 4.9 was shipped with SkipSNAT force-disabled, meaning that setting ExternalTrafficPolicy=Local means that packets are SNAT'd, against the expected behavior.

This was fixed in  4.10 during the development cycle. This BZ is a placeholder for QE and bureaucracy purposes.

This bug is also a dummy bug so we can fix this in 4.9.
