Description of problem: Inclusion of tags in limit sync tags parameter is not whitelisting the tags to sync


Version-Release number of selected component (if applicable): Satellite 7.0.0 snap 10


How reproducible: Always


Steps to Reproduce:
1. Create and sync a Docker repo
2. Check the content count/tags on the repositories detail page
3. Include some tags and resync
4. Check the content count again

Actual results: Content count doesn't change based on the Limit sync tag parameter


Expected results: Content count should change based on the Limit sync tag parameter
