Allow to modify utilization attributes in nodes and in resources.

pcs-0.11.2-1.el9.x86_64

There is an tab 'Utilization' in each resource detail. Under the tab there is a
button 'Create Utilization Attribute' for configuring new attributes for the
selected resource and a list of utilization attributes. Each utilization
attribute form the list can be edited or removed.

Each node detail has the same tab 'Utilization' where you can manage
utilization attribute for a node.

Only a basic check was performed for this feature.

The ability to add and edit utilization attributes is now available for each node and resource. Adding, editing and removing utilization attributes works reliably.
Our priority is to focus on automating these tasks in the future.
