h11 is only one issue. Later httpcore releases which are probably addressing the h11 constraint require socksio [1].

socksio rawhide and f36 builds are done.  Once https://src.fedoraproject.org/rpms/python-httpcore/pull-request/2 is merged I'm ready to send another pull request to update httpcore to the latest upstream version.

Looks like there is some confusion between socksio [0] and sockio [1].  httpcore 0.14.5 add an extras require on the former [2], and I added it to Fedora today [3][4].  The review you linked is for the latter, which won't satisfy the dependency.
