I am not sure if the fix should be backported to 17 too. I'm creating this clone in order to do the backport if needed.

Description of problem:
test_established_tcp_session_after_re_attachinging_sg fails when it is executed on advanced images such as RHEL. It works fine with cirros.
Some of our downstream jobs use RHEL images, so it's affecting the dowsntream CI.

The reason why this test fails on RHEL images is that it launches commands in background using the tempest method exec_command. The proper method to run commands in background with RHEL images is execute_script.
