Description of the problem:
After claiming a managed cluster and trying to search for managed clusters on Prometheus, it didn't display anything.

Release version: 2.5

Operator snapshot version: 2.5.0-DOWNSTREAM-2022-02-16-19-52-49

OCP version: 4.8

Browser Info:

Steps to reproduce:
1. Claim a cluster from Clusterpool
2. Go to Prometheus on the ocp hub
3. Searched for acm_managed_cluster_info

Actual results: Nothing displays even thought there are managed clusters

Expected results: Prometheus should show all managed clusters in ACM

Might be due to the metrics controller move from mch to mce
