Description of problem:

ON OCP v4.9.x different users having either `admin`, `edit` or `view` role on their respective projects, can't see any Dashboard data when accessing `Observe ---> Dashboards` in the console Developer view. 

Instead, each graph is replaced with an error message stating "Forbidden".

Version-Release number of selected component (if applicable):

OpenShift Cluster version: 4.9.21

How reproducible:
Always.

Steps to Reproduce:
1. Login to the OCP cluster with the user having `admin`, `edit` or `view` role on respective projects.

2. Go to Developer view then Observe and access the Dashboards tab.

Actual results:
The user with `admin`, `edit` or `view` role on their respective projects should be able to access `Observe ---> Dashboards`.

Expected results:
Accessing  `Observe ---> Dashboards` throws `Forbidden` error.

Hello Team,

There's a correction in the Actual & Expected results as below. 

Actual results:
Accessing  `Observe ---> Dashboards` throws `Forbidden` error.

Expected results:
The user with `admin`, `edit` or `view` role on their respective projects should be able to access `Observe ---> Dashboards` without any issues.

Closing this is a duplicate of bug https://bugzilla.redhat.com/show_bug.cgi?id=2026414, which was fixed for 4.9 by https://github.com/openshift/console/pull/10961
