What happened?

Description of problem:
Missing ‘br-sao’ region Brazil (São Paulo) in the static region list of the openshift installer. 

How reproducible:
Always

Steps to Reproduce:
./openshift-install create install-config --dir <installDir>
? Region  [Use arrows to move, type to filter, ? for more help]
Actual results:
‘br-sao (Brazil (São Paulo) )’  is not in the static region list
Expected result:
‘br-sao (Brazil (São Paulo) )’  in the list

 4.11.0-0.ci-2022-03-30-230004 verified PASS
1. installer list 'br-sao (Brazil (Sao Paulo))'
2. install cluster on region: br-sao succeed
3. Destroy the cluster succeed.

@maxu Reached out via Slack to request that the OpenShift doc be updated to include the Sao Paulo region as supported. This effort is being tracked in OSDOCS-3600 (https://issues.redhat.com/browse/OSDOCS-3600)
