The bug that this was cloned from -https://bugzilla.redhat.com/show_bug.cgi?id=2060968, was marked FAILED by QA so when that is resolved the same fixes will need to be made here.

https://github.com/openshift/image-customization-controller/pull/51 fixed the issue for 4.11
we'll backport it after verification and after https://github.com/openshift/image-customization-controller/pull/43 merges

Hi Lubov,

I deployed my cluster five times in a row using 4.10.20 and I didn't face this issue.

We can move this BZ to verified.
