Description of problem:
Starting with KDE Plasma 5.25, the minimum version of the wayland libraries was raised to 1.20. Please update to at least wayland 1.20 so we can use it for KDE Plasma in EPEL.

I'd like to comment on the importance of updating wayland in RHEL 9.

With RHEL 9.1 the KDE in epel9 will be updated to plasma 5.24.6 (possibly 5.24.7).

Although KDE plasma 5.24 is considered a Long Term Release, what KDE considers "Long Term" and what RHEL consider "Long Term" are two different things.

Looking at RHEL 9.3 we would like to update KDE Plasma to version 5.26/27 or possibly Plasma 6.

Keeping KDE Plasma updated yearly will allow the KDE epel team to keep up with security updates, as well as bug fixes.
Once we fall behind with the yearly updates, the complications of fixing issues goes up immensely.

Again, this doesn't have to be done by RHEL 9.1, but having it in place for RHEL 9.2 or 9.3 (with the latest wayland at the time) is extremely important to us.

Hey folks, can we please get this merged so that RHEL 9.2 will have it? Fedora KDE would like to ship Plasma 5.27 with Fedora 38 and RHEL 9.2, and this is a blocker for making that possible.
