Please branch and build hypre in epel9.

If you do not wish to maintain hypre in epel9,
or do not think you will be able to do this in a timely manner,
I would be happy to be a co-maintainer of the package (FAS fuller);
please add me through https://src.fedoraproject.org/rpms/hypre/adduser

I made the branch, but it needs dependencies.  I'll do superlu_dist, but
it also needs scotch.  Happy to add you; I'm not specifically interested
in hypre anyway.  Would you like to request the scotch branch and do
the hypre build?
