The following unit test:

96: system-traffic.at:4109 conntrack - fragment reassembly with L3 L4 protocol information

always fails for target check-kernel.
Bisecting, it appears that the offending commit is the following (although at first glance the change seems ok):

323ae1e808e6 ("ofproto-dpif-xlate: Fix recirculation when in_port is OFPP_CONTROLLER.")
