There's some code in gnome-shell (recently moved from gnome-software) which creates default folders - in the overview app picker - for new users. Specifically, it creates the "Utilities" folder and puts several apps in that.

Well, it tries to. But it doesn't work. So currently, in Rawhide and F36, newly created users don't have a Utilities folder, and the things that are meant to be in it are shown in the top level of the picker instead.

I figured out why and sent an MR to fix it: https://gitlab.gnome.org/GNOME/gnome-shell/-/merge_requests/2242 . I'm filing this bug so I can link to it from openQA, and propose it as an MR for F36 Beta so we can have this fixed there. It can't be fully fixed with an update because if we just do it as an update, all accounts created on first boot of a clean Beta install will hit the bug and not get a Utilities folder.
