The new version requires tpm2_pytss, which is not available in fedora if I am right. Filled the following documentation issue as this is not mentioned anywhere around the building of the tool, only in the git history:

Until they are in Fedora, this package can not be built.

I just built the tpm2_tss package in Copr with some modification to match fedora packaging guildelines and submitted it for review in bug #2135713.
