Description of problem:

Following commits should have been included in latest downstream 4.10 build, but it was not.

All latest 4.10 changes included in build.

This issue is no longer reproducible with v4.10.0-41. Suggest to close.

4.10 ztp container image still doesn't include this file. Is this expected?

Confirmed yaml contents are up to date and mark as verified as per Ian's comments above re README.
