Description of problem:
When installing Ceph 5, it requires a few prometheus container images that are tied to an OpenShift 4 version.  The current supported versions of these container images is based on OpenShift 4.6, which is no longer supported.  The latest minor release of each version of Ceph should include the latest version of the Prometheus images, which is currently 4.10
