I had to tweak python-xds-protos for this update, since it rebuilds all the packaged protos and there are quite a few changes, including some removals.

I found that python-google-api-core is FTBFS now, with a KeyError while collecting tests/unit/test_rest_streaming.py. It turns out that it was already FTBFS for the same reason prior to this update. At a glance, I don’t know when the problem started, what the cause is, or what to do about it. I did go ahead and add it to Koschei so these things will turn up faster: https://koschei.fedoraproject.org/package/python-google-api-core?collection=f37

I’m kind of inclined to refrain from backporting this to F36 at this late date. Let me know if you feel differently.
