Description of problem:

collectd-gnocchi is not really used. It is used to send collectd data to gnocchi; gnocchi itself is deprecated and does not scale well. Using collectd-gnocchi can easily overwhelm the infrastructure.

upstream patches need backported to stable/wallaby upstream to more easily get this in OSP 17

puppet-tripleo patch has not yet been even proposed to stable/wallaby branch.

Can someone do a quick search of the documentation to make sure we don't reference this plugin somewhere? If we do, please identify where so we can create a documentation task to clean that up.
