Description of problem:
The generated compiled.rules is owned by root:root while all the other files are owned by root:fapolicyd. The file has mode 0640 so while fapolicyd is perhaps able to read it before dropping privileges it would be more consistent to have compiled.rules ownership as root:fapolicyd like all the other files.
