Description of problem:


Running hammer content-import version fails with Could not import the archive.:  Error: 409 Conflict

Satellite 6.10 connected and disconnected environment. 

How reproducible:


Steps to Reproduce:
After some testing the problem repo is Red Hat Enterprise Linux 8 for x86_64 - BaseOS RPMs x86_64 8. 
I created a Content View with only this repo and get the 
Could not import the archive.:
  Error: 409 Conflict

Actual results:
import fails. 

Expected results:
import should be successful. 

Additional info:
By editing and removing repositories in the metadata.json i can get the import to work. Seems one or more repositories in the exported Content View Export-Library-RHEL-8 cause the 
Katello::Errors::ConflictException: The repository is already enabled
