Description of problem:

Today we support image upload from file or url. In order to ease cloud migrations, we would like to support the use case to import an image from an existing glance instance sitting on another openstack environment. Import should copy data as well as the image properties. 

Current process is to download the image from the source cloud, re-upload in the destination cloud and make sure to reset any custom properties. The RFE aims to automate this process, users would ask the destination cloud to copy image from the source cloud, user will provide all the necessary source cloud details (endpoints, tokens, image uuid, etc).
