Description of problem:
Adding daemons by rerunning site-container fails at below task 
[1] [ceph-infra : disable timesyncd]

"Could not find the requested service timesyncd: host"

when adding mon using site-container even though playbook throws error the playbook returns to be successful and mon gets added

On the same cluster when tried to add osds using site-container playbook it throws error fails the at same task as [1] and the osds are not added

Steps to Reproduce:
1. install a ceph cluster using site-container.yml
2. add new  mon to inventory and retrigger  site-container.yml to see the issue
3.add new  osd to inventory and retrigger  site-container.yml to see the issue

Actual results:
The playbook fails 

Expected results:
The playbook should be successful and daemons should get added
