Proposed as a Freeze Exception for 36-final by Fedora user pbrobinson using the blocker tracking app because:

 IoT uses clevis-pin-tpm2 and rust-tpm2-policy for TPM2 related disk unlocking. This brings it up to API compatible with rust-tss-esapi which is already in F-36 so it would be useful to ship these for the GA release.

+3 in https://pagure.io/fedora-qa/blocker-review/issue/772 , marking accepted. However, as the first RC has been built, this will not be pushed stable unless we're sure a new RC is needed.
