Per discussion with Rolfe, the deprecation notice at https://docs.openshift.com/container-platform/4.10/release_notes/ocp-4-10-release-notes.html#ocp-4-10-jenkins
needs to be surfaced in the section https://docs.openshift.com/container-platform/4.10/openshift_images/using_images/images-other-jenkins.html#images-other-jenkins-config-kubernetes_images-other-jenkins

Rolfe says rather than just putting a link to the release note, the release not contents should be duplicated (refactor as needed) in the images section I noted above.
