Dropping the 4.11 "depends on".  This 4.9.z bug depends on the 4.10.z bug 2069825, and only indirectly (via the 4.10.z bug) on the 4.11 bug.  Otherwise the Bugzilla Prow plugin gets confused [1]:

  expected dependent Bugzilla bug 2068601 to be in one of the following states: VERIFIED, RELEASE_PENDING, CLOSED (ERRATA), CLOSED (CURRENTRELEASE), but it is MODIFIED instead
  expected dependent Bugzilla bug 2069825 to be in one of the following states: VERIFIED, RELEASE_PENDING, CLOSED (ERRATA), CLOSED (CURRENTRELEASE), but it is NEW instead
  expected dependent Bugzilla bug 2068601 to target a release in 4.10.0, 4.10.z, but it targets "4.11.0" instead

Also drop the UpgradeBlocker stuff, since that decision is tracked in the 4.11 bug 2068601, and we don't want folks looking at this bug thinking it's the canonical space for discussing graph-data edges.  This bug is just about getting the initial-corruption check out to 4.9.z.
