cannot list resource

Description of problem:
non-privileged user cannot see catalog tiles, it should be caused by the non-priv user cannot list resource in openshift-virtualization-os-images.

error on templates page:
templates.template.openshift.io is forbidden: User "test" cannot list resource "templates" in API group "template.openshift.io" in the namespace "openshift-virtualization-os-images"
