Description of problem:
On a local cluster (CRC) monitoring is not available by default. The "Monitoring" entry in the developer perspective just show eight errors instead of charts. See attached screenshot.

The Monitoring navigation entry in the admin perspective is not shown.

How reproducible:
Always on a CRC without installed monitoring

Steps to Reproduce:
1. Install and start a CRC
2. Open developer console > Monitoring

Actual results:
Errors are shown

Expected results:
Monitoring navigation item is not available

Additional info:
SERVER_FLAGS "alertManagerPublicURL", "grafanaPublicURL", "prometheusPublicURL" and "thanosPublicURL" are not available

Observe is still showing on 4.11.0-0.nightly-2022-04-24-135651.

The next CRC will be released in month, so I set this to verified for now.
