Description of problem:
Namespace Rolebindings are not getting updated as per the filter in OpenShift Web Console.

Version-Release number of selected component (if applicable):
OCP 4.9

How reproducible:
Always

Steps to Reproduce:
Scenario I :
1. Go to the Administrator console
2. Under "Home", go to "Projects"
3. Select a project
4. Go to the "RoleBindings" tab
5. In the "Filter" drop down, select "Namespace RoleBindings"
`Home -> Projects -> <select_project> -> RoleBindings -> Filter -> Namespace RoleBindings -> check the checkbox`

Scenario II :
1. Go to the Administrator console
2. Under "User Management", go to "RoleBinding"
3. Make sure a Project is selected
4. In the "Filter" drop down, select "Namespace RoleBindings"
`User Management -> RoleBindings -> <project must be selected> -> Filter -> Namespace Rolebindings -> check the checkbox`

Actual results:
All rolebindings are getting displayed even after selecting Namespace Rolebindings only.

Expected results:
Namespace Rolebindings must get filtered.
Only filtered entries must get displayed after selecting Namespace Rolebindings.

Additional info :
This is working fine in OCP 4.10.5 cluster.
But not working properly in OCP 4.9.17, 4.9.23, 4.9.25 clusters.
