The reference DU profile points to the 4.9 channel rather than the latest 4.10

Verified in latest 4.10 ztp image using: 
podman run registry-proxy.engineering.redhat.com/rh-osbs/openshift4-ztp-site-generate:v4.10.0 cat argocd/example/policygentemplates/common-ranGen.yaml
