After installing cockpit-session-recording and starting cockpit:

# cat /etc/sssd/conf.d/sssd-session-recording.conf

After changing scope to all in cockpit:

# cat /etc/sssd/conf.d/sssd-session-recording.conf
[sssd]
enable_files_domain=true
services=nss

[session_recording]
scope=all
exclude_users=
exclude_groups=
