Typically CR's are updated only in minor releases (4.x), and not in z-stream versions. There is a check for any changes to credentials requests in CI.
Still planning to release the fix in 4.10.z (bug 2072191) with a release note, but this will not be backported to older z-stream releases as it can have an impact for admins who created credentials requests in manual mode with CCO.
