Description of problem:
When deploying an app that already has a channel created shows error in the standalone console but not in the Dynamic plugin.

Version-Release number of selected component (if applicable):
ENV- SNO BM 

ACM - 2.5.0-DOWNSTREAM-2022-04-05-06-20-55

How reproducible:
Frequent

Steps to Reproduce:
1. Create an app that already has an existing channel in the dynamic plugin for ACM
2. Click Save

Actual results:
User only sees the "Creating Application" banner but no error is displayed like it shows up in the standalone console

Expected results:
User should be able to see the error message:
"Conflict
Unable to update the resource because of a resource conflict."


Additional info:
This is also reproducible in other cloud environments too

I also think if this error is shown and Application deployment does not proceed, then the "Creating Application" banner should not show up either. I find it misleading

Verified in 2.5.0-DOWNSTREAM-2022-04-20-06-50-05 on Firefox 91.8.0esr (64-bit)
