Description of problem:
During hosted engine deployment, Error message  "Destination directory /etc/fapolicyd/rules.d d oes not exist" is displayed but it is existed.

100%

Steps to Reproduce:
1.Clean install latest RHVH 4.5 build
2.Install rhvm-appliance-4.5-20220407.0.el8ev.x86_64
3.Deploy hosted engine

Actual results:
Hosted engine deploy failed
Error message  "Destination directory /etc/fapolicyd/rules.d d oes not exist" is displayed but it is existed.


Expected results:
Hosted engine deploy successfully without any error.

rhvm-appliance-4.5-20220407.0.el8ev.x86_64 contains ovirt-engine-4.5.0.1-0.26.el8ev.noarch while the fix is in ovirt-engine-4.5.0.2.
It's possible to update the HE VM packages during the installation by using hook/he_pause_before_engine_setup parameter.

Test Result:
hosted engine deploy successfully.

Bug is fixed, move it to "VERIFIED"
