Description of problem:

Update libtraceevent to latest version available upstream

Currently this is libtraceevent-1.5.3

I have post a MR:

The pipeline however complains about the same as in https://bugzilla.redhat.com/show_bug.cgi?id=2075215#c3

I have set the ITM according to "Devel Whiteboard", so we have release+ here, but as with bz2075215, we have to (probably) wait for the automation until it switches the c9s branch to default to 9.2.
