Description of problem:
RHEL 9.0 ships with fontconfig-2.13.94.

Since the final stable fontconfig-2.14 release is out now,
it is better to rebase RHEL9 to use. The changes relative
to 2.13.94 should be fairly minor and mostly bugfixes.
