Description of problem:
VirtIO-FS service can't be stopped by Service Manager or sc.exe because it doesn't expose SERVICE_ACCEPT_STOP flag to the OS. Consequently, the service can't be restarted.

100%

Steps to Reproduce:
1. sc start VirtioFsSvc
2. sc stop VirtioFsSvc

Actual results:
[SC] ControlService FAILED 1052:
The requested control is not valid for this service.

Expected results:
