Description of problem:
[ALL LANG][RHSM GUI] Unlocalized strings in About - Subscription dialog and message boxes.

rhsm with latest RHEL9.0 build

How reproducible:
100%

Steps to Reproduce:
1. Install latest RHEL9.0 build.
2. Login OS and click Register System button on the top right of pop-up message box.
3. Click Subscription in About window.

Actual results:
[ALL LANG][RHSM GUI] Unlocalized strings in About - Subscription dialog and message boxes.

Expected results:
They should be localized.

This is part of the GNOME integration -- hence, moving to gnome-control-center.

We have to backport fixes from the following RHEL 8 bug - https://bugzilla.redhat.com/show_bug.cgi?id=1876291

The title name 'Subscription' in About panel also need to be localized.

It's reproduced in latest RHEL9.1 build as well.
